Rasyonel ve Normatif Politikaya Uyma Davranışı: Suriyelilerin İş Gücü Piyasasına Entegrasyonunda İşverenlerin Yabancıları Kayıtlı Çalıştırma Niyetlerini Etkileyen Faktörler

Abstract

2011 yılında başlayan Suriye İç Savaşı ile birlikte Türkiye’ye yönelik büyük ölçekli bir göç hareketi yaşanmıştır. İlk yıllarda göçmenlerin anavatanlarına döneceği düşünülmüş, ancak iç savaşın uzaması ve göçmenlerin anavatanlarına dönüş oranlarının sınırlı kalması sonucunda Suriyelilerin toplumsal entegrasyon sorunlarına yönelik daha kalıcı politikaların üretilmesi gerekmiştir. Türkiye’de sayıları üç buçuk milyonu geçen Suriyelilerin topluma entegrasyonunda önemli bileşenlerden bir tanesi Suriyelilerin iş gücü piyasasına entegrasyonudur. Bu konuda geliştirilen politikaların uygulanabilmesi ise hedef kitlelerinin politikaya uyum göstermesine bağlıdır. Bu çalışmada Hatay ilindeki işverenlerin yabancıları kayıtlı çalıştırmaya yönelik niyetlerine etki eden faktörler incelenmiştir. 526 işverenle gerçekleştirilen anket sonuçlarına göre politika/mevzuat hakkında bilgi sahibi olma, algılanan ekonomik rasyonalite, algılanan etnik benzeşme ve yabancıların kayıtlı çalıştırılmasına yönelik tutum değişkenleri işverenlerin yabancıları kayıtlı çalıştırma niyetlerini pozitif yönde etkilemektedir. Ancak caydırıcılık ve subjektif norm değişkenleri ile işverenlerin yabancıları kayıtlı çalıştırma niyetleri arasındaki ilişki negatif çıkmıştır. Sonuçların yabancıların iş gücü piyasasına entegrasyonu literatürüne bir katkı sağladığı ve politika yapıcılar için önem taşıyabileceği düşünülmektedir.
