Teori̇k, Muhasebe Ve Operasyonel Boyutlariyla Tek Hazi̇ne Hesabi Si̇stemi̇ni̇n İncelenmesi̇

Abstract

Ülke hazinelerinin temel fonksiyonu kamu nakit akımlarını yer ve zaman bakımından denkleştirerek kamu nakdini etkin bir şekilde yönetmektir. Hazinelerin söz konusu temel fonksiyonlarını etkin bir şekilde idame ettirebilmeleri için tüm gelirlerin tek bir yerde toplanması ve tüm harcamaların tek bir yerden yapılmasını sağlayan bir Tek Hazine Hesabı (THH) sistemine sahip olmaları gerekmektedir. Bu çalışmada, THH sisteminin özellikleri ve sistem ile edinilecek faydalara değinilerek söz konusu sistemin kamu nakit yönetimi için önemi vurgulanmaktadır. Çalışmanın amacı, THH sisteminin kurgusunu özetleyerek sistemin işleyişini ortaya koymak ve sistemin uygulanmasında dikkate alınması gereken hususları vurgulamaktır. Bu kapsamda, kamu nakit yönetiminin etkinliği için ön koşul olan THH sistemi teorik, muhasebe, operasyonel ve diğer boyutlarıyla ele alınarak incelenmektedir. Çalışmada, etkin bir THH sisteminin kurulabilmesi için sıfır bakiye esasına dayanan banka hesaplarının açılması, sisteme özgü alternatif ödeme-tahsilat yöntemlerinin benimsenmesi, THH sürecinde yer alan paydaşların gerçekleştirdikleri işlemleri kayıt altına almalarına yönelik olarak ortak bir muhasebe modülünün oluşturulması, bilgi-işlem kapasitesinin geliştirilmesi ve sistemde yer alan paydaşların görev ve sorumluluklarının net bir şekilde belirlenmesi gerektiği sonucuna varılmıştır. Çalışmada, THH sistemi bir bütün olarak ele alındığından, bu çalışmanın kamu nakit yönetimine katkı sağlayacağı düşünülmektedir.
