Si̇vi̇l Toplumun Diş Poli̇ti̇ka İnşasindaki̇ Rolü: Türk Kamu Di̇plomasi̇si̇ Örneği̇

Abstract

Uluslararası ilişkilerde küreselleşmenin etkisiyle devletler ve toplumlar arasındaki ilişkiler değişime uğramış, dış politikada geleneksel diplomasinin yanında yeni bir mekanizma olarak kamu diplomasisi ortaya çıkmıştır. Devletlerin başka devlet ve toplumlara yönelik yaptığı bu faaliyetlerde sivil toplum kuruluşları, baskı grupları, ekonomi ve medya kuruluşları ana aktörler olarak görev almaya başlamışlardır. Türkiye’de özellikle AK Parti hükümetleri döneminde dış politikada kamu diplomasisine ağırlık vermiş ve birçok kamu diplomasisi kuruluşu oluşturulmuştur. İnsani yardımlar, dış ekonomik ilişkiler, mimari ve kültürel faaliyetler, eğitim ve araştırma çalışmaları Türk kamu diplomasisinin ana çalışma sahaları durumundadır. Başta Balkanlar, Orta Doğu, Orta Asya ve Kuzey Afrika gibi coğrafyalarda etkin olan resmi Türk kamu diplomasisi kuruluşlarının yanında son yıllarda hükümet dışı organizasyonlar ve sivil toplum kuruluşları da kamu diplomasisinin sivil ayağında ve dış politikanın inşa ile uygulamasında önemli bir rol oynamaktadırlar.
