La disputa por la Nación: rentas y aduanas en la construcción estatal argentina, 1850-1865

Abstract

En el presente trabajo se analizan de manera minuciosa las rentas y las políticas fiscales de la Confederación Argentina, confrontándolas con las del entonces Estado de Buenos Aires. La historiografía, en general, ha postulado que el papel de la Confederación fue poco relevante desde el punto de vista de sus rentas y, por consiguiente, inviable como proyecto exitoso. Sin embargo, tales impresiones se fraguaron sobre suposiciones más que sobre números reales. El estudio aquí propuesto, a través del análisis de diversas Memorias de Hacienda y de documentación inédita de variada procedencia, muestra que no era así. Aun con las limitaciones que imponen la escasez y dispersión de las fuentes, resulta claro que el «destino manifiesto» de Buenos Aires como rectora de la Nación Argentina no estaba escrito en ningún lado.
