La modelizacion de las disposiciones a pagar negativas, neutras y positivas en el metodo de valoracion contingente: aplicacion a un proyecto de reforestacion en parques naturales

Abstract

En los ejercicios de valoracion de los recursos naturales a traves del metodo de valoracion contingente el investigador tipicamente pregunta a los entrevistados cual es su maxima disposicion a pagar por un cambio en la calidad o cantidad del bien en estudio. Los entrevistados pueden tener preferencias distintas, e inclusos opuestas, con respecto al cambio propuesto, de tal forma que lo que representa un beneficio por algunos puede ser un perjuicio por otros. Los disenos de las encuestas de valoracion contingente normalmente empleados no permitten caracterizar la heterogeneidad en las preferencias de los individuos. Ademas, los modelos empleados en el analisis econometrico de los datos a menudo excluyen los valores negativos o neutros de DAP, proporcionando asi estimaciones sesgades de la disposicion a pagar global. En este trabajo se describe un diseno de la encuesta que permite caracterizar la heterogeneidad de las preferencias de los entrevistados y se emplea un modelo econometrico que considera a la vez las disposiciones a pagar negativas neutras y positivas. La disposicion a pagar estimada segun el enfoque propuesto se comenta y compara con respecto a la obtenida segun dos enfoques comunmente empleados...In the economic evaluation of natural resources through contingent valuation, despite the fact that many externalities manifest themselves as costs to some and benefits to others, most studies restrict willingness to pay to being non-negative or even strictly positive. Often, this is because the survey designs normally employed do not allow detecting respondents' preference heterogeneity. In this paper, we make use of a specific design that allow characterizing respondents heterogeneity and investigate the impact of allowing for negative, zero and positive preferences in the willingness to pay for prospective changes in woodland cover. The implications of different design approaches will also be highlighted
