Efecto De Una Política Gubernamental De Inversión En Infraestructura Pública De Riego Sobre La Producción Agrícola En Chile

Abstract

The water resources management in Chile contains three elements: strengthening of private property, the separation and independence of the water rights of land rights and the authority of the State to transfer rights to use private individuals, giving to water users associations the maintenance of physical infrastructure, control of water distribution, authorizing the transfer of water rights and conflict resolution. During the 90s and parallel to the above, with the enactment of Law 19,068 comes a new way of water irrigation management, which encourages private investment in public infrastructure through concession, funded by an alliance between the state and users, which in the case of irrigation infrastructure, the system is a pioneer in the world. The aim of this study is to evaluate the ex ante effect of a public infrastructure concession system on the direct cost of agricultural production in an under irrigation improvement area. The methodology considers the application of a survey of potential beneficiaries to collect data about their perceptions, willingness to pay and production plans in a new irrigation scenario and, contrasting with the impact on gross margin resulting from the eventual water use. The results point out the gains in productivity as the main effect of irrigation improvement, there is a broad willingness to pay for the resource. Within the production plans collected, there were discarded those associated with annual and industrial crop production as negative gross margins reach. To ensure successful implementation of the concession system of public infrastructure for irrigation is necessary to encourage the continued use of the service water storage, currently limited to periods of water shortage which requires its compatibility with the current management mechanism water resources for irrigation.....La gestión de recursos hídricos en Chile contiene tres elementos importantes: fortalecimiento de la propiedad privada, la separación e independencia de los derechos de aguas de los derechos de la tierra y la facultad del Estado para transferir derechos de uso personas privadas, entregando a las asociaciones de regantes la administración y mantención la infraestructura física, el control de la distribución de agua, la autorización de las transferencias de derechos de aguas y la solución de conflictos. Durante la década de los 90s y paralela a la anterior, con la entrada en vigencia de la Ley 19.068 surge una nueva forma de gestión del agua para riego, la que fomenta la inversión privada en infraestructura pública a través de un sistema de concesión, cofinanciado por una alianza entre el Estado y los usuarios, que para el caso de la infraestructura de riego, dicho sistema es pionero en el mundo. El objetivo de este trabajo es evaluar ex-ante el efecto de un sistema de concesión de infraestructura pública sobre el costo directo de producción agrícola en una zona objeto de mejoramiento del riego. La metodología consideró la aplicación de una encuesta a potenciales beneficiarios, que recoja datos sobre su percepción, disposición a pagar y planes productivos en un nuevo escenario para el riego, contrastándolos con el impacto en el margen bruto resultante del consumo eventual de agua. Los resultados señalan al incremento de la productividad como el principal efecto del mejoramiento del riego, existiendo una amplia disposición a pagar por el recurso. Dentro de los planes productivos recogidos, se descartan aquellos asociados a la producción de cultivos anuales e industriales, pues obtendrían márgenes brutos negativos. Para asegurar el éxito de la implementación del sistema de concesión de infraestructura pública de riego, es necesario incentivar el uso permanente del servicio de almacenaje de agua, limitado potencialmente a épocas de sequía, lo cual requiere su compatibilización con el actual mecanismo de gestión de recursos hídricos para riego.
