Estruturas De Governança E Capacidade De Resposta Às Leis Ambientais: Um Estudo Em Destilarias No Estado Do Paraná

Abstract

Objetivou-se, neste artigo, compreender, sob amparo teórico da Nova Economia Institucional, como as estruturas de governança podem afetar a condição de resposta às leis ambientais, nas relações entre produtores e processadores, em destilarias paranaenses. Para tanto, realizou-se uma pesquisa qualitativa, descritiva e de corte transversal, com perspectiva longitudinal. Os dados foram coletados por meio de entrevistas semiestruturadas com gerentes agrícolas e fornecedores mais antigos de cinco, das sete destilarias presentes no estado do Paraná. Os resultados indicaram que, além da integração vertical, a estrutura de governança na forma híbrida, representada pelo contrato de parceria do tipo arrendamento, apresenta-se como a mais adequada para o atendimento às leis ambientais, devido ao controle total obtido sobre o processo produtivo. As estruturas híbridas, envolvendo os contratos de parceria agrícola e fornecimento, apresentam baixa velocidade de resposta, por não possibilitarem controle total dos ativos e exigirem uma maior coordenação da relação da destilaria com seus contratados. ----- In this work, we aimed to understand, under theoretical umbrella of the New Institutional Economics, the way how the governance structures can affect the response condition to environmental laws in the relations between producers and processors in Paraná distilleries. Thus, we performed a qualitative, descriptive and cross-sectional research, with longitudinal perspective. Data were collected by means of unstructured interviews to agricultural managers and to the oldest suppliers of five of seven distilleries of the State of Paraná. According to results, besides vertical integration, the governance structure in the hybrid form, represented by the contract of partnership-type lease, was found to be the most suitable for attending the environmental laws, due to total control obtained under the productive process. The hybrid structures involving the agricultural and supplying partnership contracts, showed low response speed, by not making possible the total control of assets and by requiring higher coordination of the relation among distillery with its working partners.
