Eficiência E Custos Associados À Adequação Ambiental Para A Produção Láctea Em Minas Gerais

Abstract

A produção láctea apresenta elevado potencial de degradação ambiental, via nitratos, presente nos dejetos das vacas. Objetivou-se,neste estudo, analisar o desempenho econômico e ambiental dos produtores de leite em Minas Gerais, em 2005, incorporando a poluição por nitrogênio nos critérios de eficiência, bem como as especificidades tecnológicas entre os produtores. Essas foram consideradas na análise e no cálculo dos custos econômicos associados à redução do impacto ambiental, sendo utilizadas como metodologias a análise fatorial, a análise de agrupamentos e a análise envoltória de dados. Os resultados indicaram: (i) o baixo desempenho ambiental da produção láctea; (ii) a existência de custos econômicos associados à redução das emissões; (iii) menor desempenho econômico dos produtores intensivos no longo prazo; e (iv) menor desempenho ambiental para os produtores extensivos no longo prazo. Dessa forma, políticas governamentais para a redução do impacto ambiental deveriam se concentrar nos produtores extensivos, enquanto políticas para melhoria do desempenho econômico deveriam ser focadas nos produtores intensivos. ----- Milk production presents an elevated potential for environmental degradation due to the nitrates presents in cow waste. Thus, this study aimed at analyzing the economic and environmental performance of dairy producers in Minas Gerais, Brazil, in 2005, incorporating nitrogen pollution in the efficiency criteria, as well as the technological specificities between producers. These were considered in the analysis and calculation of the economic costs associated to the reduction in the environmental impact, using the factorial analysis, cluster analysis and data envelopment analysis as methodologies. The results indicated: (i) low environmental performance in milk production; (ii) existence of economic costs associated to reducing emissions; (iii) lower economic performance of intensive producers in the long-term; and (iv) lower environmental performance of extensive producers in the long-term. Thus, government policies to reduce the environmental impact should focus on the extensive producers, while policies to improve economic performance should focus on intensive producers.
