Comunicação E Informação No Programa Territórios Da Cidadania: O Caso Do Território Da Cidadania Noroeste Colonial

Abstract

O Programa Territórios da Cidadania (PTC) foi criado pelo governo brasileiro em 2008, para expandir o acesso às políticas públicas, em especial, para as populações rurais excluídas. Para concretizar esse propósito, adotou-se um modelo de gestão social e dividiu-se o Brasil em unidades territoriais, dentre as quais o Território da Cidadania Noroeste Colonial (TC-Norc). Neste artigo analisamse os limites e as possibilidades da comunicação e da informação no TC-Norc, para compreender até que ponto os processos de discussão concretizam os objetivos institucionais do PTC. Primeiro foi realizado um levantamento bibliográfico sobre gestão social e comunicação, depois, entrevistaram-se pessoas envolvidas com o programa. A experiência do TC-Norc evidencia que o programa, de fato, possibilita à sociedade civil o exercício do seu papel político. No entanto, a existência de outros canais para disputar recursos públicos, a exclusão de importantes atores sociais e o desinteresse de entidades, são fatores que limitam a capacidade de transformar os interesses da população em projetos de desenvolvimento sustentável. Para que os debates territoriais concretizem os objetivos institucionais do PTC, representando os interesses da sociedade, é indispensável repensar o projeto de comunicação, possibilitando o uso dos meios. ----- The Programa Territórios da Cidadania (PTC) was created in 2008 by the Brazilian government in order to expand access to public policies, especially for the excluded rural populations. To fulfill this purpose, we adopted a social management model and divided Brazil into territorial units, among which is the Território da Cidadania Noroeste Colonial (TC-NORC). This article analyses the limits and possibilities of communication and information in the TC-NORC, in order to understand the extent to which discussion processes substantiate the institutional objectives of the PTC. At first, we conducted a bibliographic survey on social management and communication and, later, interviewed people involved with the program. The TC-NORC experience shows that the program does, in fact, enable civil society to exercise its political role. However, the existence of other channels to compete for public resources, the exclusion of important social actors and the disinterest of entities, are factors which limit the capacity of transforming people’s interests in sustainable development projects. In order for the territorial debates to implement institutional objectives of the program, representing the society’s interests, it is essential to rethink the communications project, enabling the use of media.
