Définir les objectifs d’un développement durable, un exercice difficile

Abstract

Le concept de développement durable nécessite de transmettre aux générations futures un « capital » leur permettant de répondre à leurs besoins économiques, environnementaux et sociaux. Définir la nature de ce « capital » et le moyen de le préserver est une tâche difficile, qui peut être abordée soit par une approche basée sur des prix reflétant la valeur relative des différents capitaux, soit par une approche plus physique basée sur des indicateurs associés à des quantités de capitaux à préserver. Les économistes privilégient généralement la première approche, mais ils disposent également de méthodes pour décrire les arbitrages nécessaires entre enjeux conflictuels, et la manière d’atteindre ces enjeux au cours du temps lorsque la seconde approche est choisie. Ces méthodes fournissent des outils d’aide à la décision pour définir socialement les seuils que l’on souhaite imposer aux indicateurs de durabilité.
