L'impact sur les marchés du lait et des produits laitiers de l'accord de Luxembourg

Abstract

L'accord de Luxembourg, signé en juin 2003, constitue un changement majeur de la politique agricole commune (PAC). Il introduit le “découplage” des aides et rend leur octroi dépendant d'un certain nombre de conditions, en particulier de respect de l'environnement. Nous utilisons l'outil de simulation des réformes de la politique laitière développé à l'unité ESR de Toulouse pour évaluer la réforme de Luxembourg. Nous montrons que la réforme ne remet pas fondamentalement en cause l'équilibre des marchés du lait et des produits laitiers. Nous montrons également qu'il est peu probable que le découplage engendre une baisse significative de la production européenne. En revanche, l'introduction du découplage peut entraîner une restructuration de la production de lait et des produits laitiers et milite ainsi pour la mise en place d'un système plus fluide de transfert des quotas entre producteurs.
