La révision à mi-parcours de la PAC (juin 2003) et les exploitations laitières françaises

Abstract

La révision à mi-parcours de la PAC marque une rupture importante dans le mode d'intervention des pouvoirs publics au sein du secteur laitier. Si la baisse des prix d'intervention du beurre et de la poudre de lait écrémé se répercute avec une forte intensité sur le prix du lait payé aux producteurs, de nombreuses exploitations laitières françaises, spécialisées et faiblement efficaces, seront économiquement fragilisées. A l'horizon 2008, les paiements directs joueront un rôle déterminant dans la formation du revenu des producteurs de lait. Concernées par le dispositif de la modulation dans une forte proportion, mais pour un niveau de prélèvement faible, les différentes catégories d'exploitations laitières seront, en revanche, très sensibles aux conditions d'application du découplage (découplage partiel ou total, références individuelles historiques ou régionalisation).
