Abstract

Resumen: En este art�culo analizo las principales aportaciones a la teor�a de la regulaci�n medioambiental desarrolladas durante los �ltimos cuarenta a�os. Inicio este recorrido en los a�os sesenta con la presentaci�n de las primeras contribuciones. A continuaci�n, abordo el estudio de la d�cada de los setenta, donde me centro de manera preferente en la comparaci�n de las propiedades de los sistemas basados en incentivos econ�micos y de los basados en cantidades. Seguidamente me adentro en los desarrollos que surgieron durante los ochenta, concentrando mi atenci�n en el an�lisis de los sistemas de licencias negociables. Por �ltimo, analizo como en la d�cada de los noventa la regulaci�n medioambiental se orienta hacia la b�squeda de soluciones para los problemas de contaminaci�n global. Abstract: In this article I present the main contributions to the theory of environmental regulation developed during the last forty years. I begin the analysis in the sixties and seventies reviewing the main articles of these years, focusing in the comparison of the properties of the instruments based on economic incentives and of the instruments based on quantities. Next I evaluate the policy developments of the eighties, centering my attention on the generalization of the systems of marketable permits. Finally, I analyze how in the nineties the main interest of environmental regulation is oriented towards the solution of global environmental problems.
