Abstract

The advance of systems based on information technology has promoted innovation in the way public services are provided to citizens. This fact has led to the use of computerized systems with increased speed of Internet access and resources for storing large volumes of information, in 2015, the National Electronic Process (PEN) and the Electronic Information System (SEI) was operationalized in the Federal Public Administration. Thus, this paper presents the effects, for Regulatory Agency with implementation of SEI replacing SICAP, from the perspective of Transaction Cost Theory in cost management.
