Managing Competitiveness Of Contemporary Russian University: Status, Challenges And Responses

Abstract

This article discusses issues and builds effective management system competitiveness of domestic universities. University competitiveness is understood as the ability of the University to win the struggle for resources, which is estimated at including and positions in the universally accepted international and national rankings. This article describes the current state of research data management system competitiveness of Russian universities and the development of individual elements of the University management system. Stand out critical resources needed for the effective work of the organizations of higher education. Purpose of the article is the formulation of proposals for the implementation of effective approaches to the management of the University and its competitiveness. To achieve this goal, the authors conducted a series of expert workshops on «Methodology of search of competitive advantages of the University problems, experiences, perspectives» and implemented on-line research. In total, the study involved more than 200 respondents, representing various levels of Government in different universities of Russia. Based on the results of the study, the authors conclude that the State of governance in Russian universities’ competitiveness is very low, in this case, the most important resource in the form of human capital is managed effectively, that reduces the competitiveness of universities. The authors believe that to improve the effectiveness management of the University, need to create the University competitiveness management system based on best practices of human resources management and the formation of corporate culture for a new type of University. The article may be interest to community managers and Rector of domestic universities.
