Adaptation Of The Primary Land Market Management System To The Conditions Of Digital Transformation (On The Example Of The Penza Region)

Abstract

The purpose of the article is to analyze the process of adaptation of the primary land market management system to the conditions of digital transformation. The article presents the characteristics of electronic systems for the promotion and sale of land plots in the primary land market in the Penza region: sale of ownership and lease rights at auction and without bidding, free provision, privatization and formation of investment sites. Methods of comparative visual analysis and SWOT analysis were used. The conducted SWOT analysis showed that at the present stage of digital transformation, the management system of the primary land market in the Penza region has both strengths and weaknesses, which allows optimizing the vector of development of the digitalization of the land market. The results of the study will be useful for familiarization with territorial administration bodies, as well as the scientific community to identify trends in the digitalization of the land market.
