Analysis of the regional financial cluster strategies implementation

Abstract

The article considers the method to evaluate the efficiency of regional cluster strategy, supplemented by a financial component presented by the author. The issues of cluster structures and their classifications are discussed; for such concepts as: cluster, industrial cluster, regional economic cluster strategy and its components corresponding definitions are analyzed. A list of measures and programs stimulating increased financial flows is defined. An additional method to the effectiveness of regional economic cluster strategy at the stage of clustering is proposed.The effectiveness of strategies undertaken for regional innovation industrial clusters located in different major economic regions of Russia, in particular, in the Republic of Bashkortostan, Sverdlovsk region and the Far East is evaluated. In spite of almost the same period of creation, it is proved that they are at different stages of the life cycle. This fact significantly affects the structure of financial flows. The specialization clusters caused by different natural and economic potential of the regions is manifested in specific characteristics thus also affecting the financial state of the cluster and its main element – the core. In the article only those cluster management structure are considered which can be represented by the conceptual model of clusters «Pearl» developed by the leadership of the European Union. This model mostly sufficiently reflects the trends in the field of cluster management and the organization of their financial management. The analysis comes to conclusions reflecting the patterns of cluster development and its impact on financial and economic condition of the region. The accuracy is confirmed by data of retrospective analysis collected before the clustering and three years after the cluster formation.Â
