Quantitative Easing Policies in Response to the Effects of the COVID-19 Epidemic An Islamic Point of View سياسات التيسير الكمي في مواجهة آثار وباء (كُوفيد-19): وجهة نظر إسلامية

Abstract

This research aims to contribute to the analysis and evaluation of quantitative easing policies pursued by many global and local central banks to face the remnants of financial and economic crises and turmoil, with a special focus on how Islamic countries can benefit from this policy through the proposal of some Islamic alternatives to it. The research also deals with the expected scenarios for the future of the Corona pandemic. The paper concludes that quantitative easing policies are unconventional monetary policies whose underpinnings are based on custom, convention, law and international agreements. These policies are tools that may contribute to monetary stability when they adopt the principle of fairness in distribution. The author sees that Islamic countries can resort to such policies if they have intra-international agreements among them. Moreover, Islamic bonds or ṣukūk can constitute the bases for implementing these policies. يهدف هذا البحث إلى الإسهام في تحليل وتقييم سياسات التيسير الكمي التي تتبعها العديد من البنوك المركزية العالمية والمحلية لمواجهة مُخلفات الأزمات والاضطرابات المالية والاقتصادية، مع التركيز بشكل خاص على كيفية استفادة الدول الإسلامية من هذه السياسة، والبدائل الإسلامية لها. كما يتطرق البحث إلى السيناريوهات المتوقعة لمستقبل جائحة كُورونا. وتخلص الورقة إلى أن سياسات التيسير الكمي هي سياسات نقدية اصطلاحية غير تقليدية مرجعها العادة والاصطلاح والقانون والاتفاقات الدولية وهي أدوات تساعد على الاستقرار النقدي عندما تأخذ بمبدأ العدالة في التوزيع، ويمكن للدول الإسلامية أن تقوم بمثل هذه السياسات إذا وجدت اتفاقات دولية بينها، كما يمكن أن تعتمد الصكوك الإسلامية أساسًا لتنفيذ هذه السياسات.
