Abstract

This paper aims at studying the factors that attributed to the non-development of an Islamic Common Market among Muslim countries. Based on the classical theory or the theory of economic integration (free trade area- customs union - common market- economic union) In addition to the expected benefits, and the incurred costs and barriers of the concept of the common market, the paper realizes the importance of trade exchanges among member's countries by addressing those benefits through the analysis cross-trade among Muslim countries, the influential factors and the recommendations that are drawn up without underestimating the positive role of industrial and agriculture sectors in such process. It is well known that the cross-trade among Muslim countries is very modest in comparison to its global external trade. As a result it is very important to examine the need for the establishment of such a common market and its expected outcomes with as a strategic goal within the framework of the classical theory.The paper sees that the ultimate goal of this collective work is to examine the fact that if the economic integration among Muslim countries is recommendable, what are the best factors that can be relied upon to achieve it. In order to arrive at specific results for that goal the paper browses the general measures through which the recommendation of establishing the economic integration is tested. تهدف الورقة لدراسة أسباب عدم قيام سوق مشتركة بين دول العالم الإسلامي استنادًا لنظرية التكامل الاقتصادي (منطقة تجارة حرة- واتحاد جمركي- وسوق مشتركة- واتحاد اقتصادي) إدراكًا لأهمية التبادل التجاري بين الدول الأعضاء إضافة للمنافع المتوقعة والتكاليف المترتبة لمفهوم السوق المشتركة، وكذلك بدراسة العقبات المحتملة تجيب الدراسة عن مدى فائدة السوق المشتركة للعالم الإسلامي ذلك باستعراض التجارة البينية بين الدول الإسلامية، والعوامل المؤثرة والتوصيات المقترحة كما لم تغفل الورقة أهمية قطاعي التصنيع والزراعة في المساهمة المتوقعة منهما كمؤشر إيجابي، وحيث إن التجارة البينية بين الدول الإسلامية مقارنة بحجم تجارتها الكلية تعبر بوضوح عن تواضعها، لذا من المفيد معرفة الحاجة لإنشاء السوق المشتركة وآثارها المتوقعة كهدف استراتيجي للنظرية الكلاسيكية. ترى الورقة أن الهدف النهائي في العمل الجماعي الذي بصدده هو فيما إذا كان التكامل الاقتصادي بين الدول الإسلامية أمرًا مستصوبًا وفي حالة إذا كان كذلك ما هي الطريقة المثلى لتحقيقه وللإجابة على السؤال نستعرض المعايير العامة التي يمكن من خلالها قياس صوابية هذا التكامل (هل الفترة الزمنية، وهل النتائج المتحققة، وهل العجز في نظرية التكامل الاقتصادي بأنها لا تتناسب مع إمكانيات البلدان النامية) سوف تقوم الورقة بالتصدي لمثل هذه الأسئلة.
