Abstract

-- إن هذه الرسالة تمثل جانبًا من الدراسات الفقهية العملية التي تعني بمعالجة أحكام الوقائع والنوازل والحوادث المستجدة في ضوء مقررات الفقه وقواعده على المذهب الحنفي، وهو المذهب الرسمي في أيام الدولة العثمانية. وقد ألفها العلامة الشيخ عبد القادر بن محمد الحسيني الحنفي الشهير بالحسبي، أمين الإفتاء في مدينة حلب الشهباء في أوائل القرن الثالث عشر الهجري -أي قبل قرابة قرنين من الزمان- تبيانًا للحكم الشرعي في مشكلة شغلت الناس، وكثرت فيها الواقعات، وعظمت فيها المنازعات، واضطربت فيها أقاويل الفقهاء وفتاوى العلماء، وهي قضية الآثار المترتبة على تراجع سعر بعض أنواع النقود الرائجة من الذهب والفضة في بلاد الشام بناء على الأمر السلطاني بذلك فيما يخص معاملات الناس ومدايناتهم.
