Abstract

-- من أول من فرض الخراج؟ وتتعلق هذه المسألة بناحيتين. الأولى: المسمى الخاص بكلمة الخراج، والثانية مضمون هذه الكلمة. من ناحية المسمى لم يعرف مفهوم الخراج كاستقطاع مالي إلا عندما فرضه الخليفة عمر بن الخطاب - رضي الله عنه - بعد فتح الأراضي المجاورة لشبه الجزيرة العربية. والمعروف أن هناك فرقًا بين المعنى اللغوي للكلمة ومدلولها العرفي في مجتمع ما.
