Ausbildung bis 18: Grundlagenanalysen zum Bedarf von und Angebot für die Zielgruppe

Abstract

Mit der Einführung einer "Ausbildung bis 18" soll der Anteil der frühen AusbildungsabbrecherInnen (FABA) reduziert und die Zahl der Bildungsabschlüsse in Österreich erhöht werden. Der vorliegende Bericht stellt die Ergebnisse der wissenschaftlichen Grundlagenanalysen dar, die vom Institut für Höhere Studien im Auftrag des Sozialministeriums, des BMBF und des BMWFW durchgeführt wurden. Er beinhaltet quantitative Analysen zu Ausmaß und Ursachen von frühem Bildungsabbruch, qualitative Analysen zu Problemlagen und Ressourcen betroffener Jugendlicher sowie eine Analyse der vorhandenen präventiven und kompensatorischen Angebote. Zielgruppe der "Ausbildung bis 18" sind demnach rund 16.000 Jugendliche zwischen 15 und 17 Jahren, die jedoch in Hinblick auf ihre Lebenssituation und den Grad ihrer Systemferne sowie hinsichtlich ihres Unterstützungsbedarfs sehr unterschiedlich sind. Österreichweit werden bereits beträchtliche Aktivitäten im Bereich der Kompensation eines fehlenden Abschlusses gesetzt. Um die "Ausbildung bis 18" zu realisieren, ist es jedoch notwendig, den Bereich der Prävention auszubauen.
