Digitale Daseinsvorsorge in historischer Perspektive. Was ist eigentlich neu oder nicht neu im Vergleich zur analogen?

Abstract

Does digitalisation pose completely new challenges for services of general interest? After all, digital services are increasingly part of basic services. The paper addresses two central questions: Why are digital services offered today and why were analogue services offered at all in the past? How is digital service provision organised today and how was analogue organised in the past? From a methodological point of view, the analysis is empirical-historical. In spatial terms, the focus is on cities and municipalities. In terms of time, the analysis focuses on the decades before the First World War. The results show that although digitalisation requires the provision of completely new services of general interest, the reasons and motives as well as the legal and organisational forms are not really new.
