Determinanten der Verbreitung energieeffizienter Technologien in der Schweizer Wirtschaft

Abstract

Angesichts sich verknappender Energieressourcen und der Bedrohung durch den Klimawandel ist es unabdingbar, die Energieeffizienz der Produktion zu erhöhen und das Konsumverhalten den neuen Bedingungen anzupassen. In dieser Studie werden die wesentlichen Bestimmungsfaktoren der Verbreitung und Intensität der Nutzung energiesparender Technologien in Unternehmen identifiziert. Das empirische Modell deckt die wichtigsten Aspekte der in der Literatur postulierten Erklärungsansätze ab. Für die ökonometrischen Schätzungen stehen Daten für 2324 Unternehmen der Schweizer Wirtschaft zur Verfügung, die an einer im Frühjahr 2009 von der KOF durchgeführten Erhebung teilgenommen haben. Erfasst wurden energiesparende Technologien aus den Bereichen Maschinen und Prozesse, Fahrzeuge und Verkehrstechnik, Gebäude und Klima sowie Energieerzeugung. Gemäss den Schätzungen spielen verschiedene firmenspezifische Charakteristika eine Rolle («Rank»-Effekte). Von grosser Bedeutung sind zudem externe Effekte, wobei die positiv wirkenden «epidemischen» Effekte (Informationsausbreitung, Lerneffekte und allenfalls auch Netzeffekte) wesentlich stärker ins Gewicht fallen als die negativ wirkenden «Stock»- Effekte (Sättigungseffekte) und «Order»-Effekte (Behinderung der Diffusion infolge Dominanz von «First Mover»-Firmen). Schliesslich treibt das ökologische Bewusstsein des Managements die Verbreitung energiesparender Technologien in erheblichem Mass voran.
