Abstract

Die zunehmende Digitalisierung von Wirtschaft und Gesellschaft führt zu einem immer stärkeren Anstieg des globalen Datenverkehrs. Die Entwicklung von Künstlicher Intelligenz wird diesen Trend noch weiter verstärken. Während die Generierung von Daten überwiegend durch Diensteanbieter weltweit passiert, bedarf es für die Nutzung von entsprechenden datenbasierten digitalen Dienstleistungen einer von nationalen Netzbetreibern bereitgestellte Infrastruktur. Um den dynamisch steigenden Datenverkehr abwickeln zu können, sind deshalb immer größere Investitionen in den Ausbau der digitalen Netze erforderlich. Vor diesem Hintergrund wird unter dem Titel "Fair Share" bzw. "Fair Contribution" seit geraumer Zeit eine kontroverse Diskussion darüber geführt, ob und gegebenenfalls wie auch globale Anbieter digitaler Dienste an den massiven Kosten des Ausbaus der digitalen Netzinfrastruktur beteiligt werden können. Zur Einordnung der aktuellen Diskussion wird im Rahmen einer Kurzanalyse ein Überblick über die verschiedenen Optionen zur Finanzierung digitaler Infrastrukturen gegeben. Auf Basis der Analyseergebnisse werden wirtschaftspolitische Handlungsoptionen skizziert.
