Финансовое Обеспечение Социальной Сферы В Российской Федерации: Ключевые Ориентиры, Проблемы И Пути Решения

Abstract

В статье представлены результаты детального анализа финансового обеспечения всех направлений социальной сферы (образования, здравоохранения, культуры и кинематографии, физической культуры и спорта, социальной политики, а также средств массовой информации) за счет средств бюджетов бюджетной системы Российской Федерации. Особое внимание уделено реализуемым государственных и целевым программам на федеральном, региональном и местном уровнях. Более того, автором разграничены понятия «социальная политика» и «социальная сфера». В заключении представлены рекомендации и пути решения существующих проблем, а также шаги по построению социально ориентированной бюджетной политики в Российской Федерации.
