La cuestión hídrica en Andalucía. Actitudes y valores de los andaluces respecto al problema del agua

Abstract

RESUMEN En este trabajo sus autores analizan las opiniones de los andaluces en temas relacionados con el agua como problema en Andalucía. Tomando como referencia empírica los resultados de una encuesta realizada por el IESA en el año 2000, en este artículo se analizan las actitudes, valores, creencias y comportamiento de los andaluces sobre aspectos que forman parte del debate hídrico en Andalucía, a saber: la percepción del agua como bien público o privado; la importancia del problema del agua y sus posibles soluciones (de oferta o de demanda); la valoración de las políticas públicas destinadas a regular la utilización del recurso hídrico. El enfoque teórico utilizado es el de la cultura política al considerar que el debate hídrico es un debate público condicionado por la mayor o menor competencia de la población para participar en él. Utilizando los datos de la encuesta y elaborando los correspondientes indicadores sintéticos, los autores realizan una segmentación de la población andaluza en grupos y de nen los per les sociodemográ cos de cada uno de ellos. ABSTRACT This work focuses on the problem of water in Andalusia. In starting of a survey carried on in 2000 by IESA, their authors analyze attitudes, values and behavior of Andalusian population as for different aspects of the present water debate in Andalusia, mainly: the public or private nature of water resource, the scarce of water as social problem, and the evaluation of the different policies aimed to regulate of the water resource. The analysis is based on the theoretical approach of policy culture, since the authors consider that the water debate is determined by the more or less ability of people to participate into public debates like this. They de ne some indicators to elaborate a typology of the Andalusian population, and the social pro le of each type.
