The Management Strategy Of The Professional Training At Agricultural Enterprises

Abstract

The problems of qualified personnel training for the agricultural sector through vocational training at the workplace have been researched. The relevance of the research is determined by extremely low staff competitiveness and lack of modern approaches to its professional competence development at the enterprise level. The conceptual foundations of management of farm workers' professional training have been substantiated and the implementation mechanism that meets the innovative model of agriculture has been developed. The research is based on the fundamental postulates of the "knowledge economy" concept, the human capital theory and on the latest achievements in the theory and practice of the staff development management. The methods of abstraction, theoretical generalization and comparison, systems analysis, synthesis and the monographic method were used to study the problem. In the context of implementing the norms of the strategy of the state personnel policy, a conceptual management model of personnel professional development at agricultural enterprises is proposed by the author. In particular, it defines the stages and strategic directions to manage this process. The essence of the synergistic effect resulting from the vocational training of employees is described. As a result of summarizing domestic and foreign experience some recommendations have been developed for valuable use of traineeship and tutorship, as the main forms of training at agricultural enterprises. The authors have also examined the possibility of personnel training and raising qualification on the basis of agricultural university branches' departments and regional training and production centers. The structure of the mechanism of the staff professional and qualification development at the agricultural enterprises has been improved and specific measures have been proposed to provide each area of training. A conclusion has been drawn about the necessity of clear structuring of all the stages of the personnel professional development and integration of specialized educational institutions, public administrations, businesses and market institutions in an industrial training system.
