Inklusive oder exklusive Wohnungspolitik? Erklärungen für den Mangel an barrierefreiem Wohnraum

Abstract

Current research confirms a lack of fully accessible housing, which especially older people and people with disabilities are dependent on. First, accessibility in new buildings is defined and distinguished from barrier-reducing measures in the housing stock. Second, it is shown which political measures have been introduced so far. The German “Bundesländer” can integrate criteria of accessibility into housing policy, primarily through building regulations and social housing promotion. Why this has not yet led to satisfactory results is finally discussed with the aid of the factors “problem structures”, “actors” and “institutions”.
