The Culture in the Italian Recovery and Resilience Facility program. Results applying a text mining approach

Abstract

This article analyzes the support of the Italian RRP to the cultural and creative sector (CCS) taking into consideration not only the amounts included in the measures specifically projected for the sector but also those coming from other components of RRP, always related to the CCS and identified through a text mining method. According to this approach, we census 12,713 projects, for a total amount of more than 7 billion euros. In spite of this large amount of resources allocated to the sector, those committed, measured by the percentage of tenders, are relatively few: only the 23.7%. Using a text mining approach, we also explore the ability of the RRP projects to strengthen the CCS resilience. The monitoring system of the RRF’s overall performance presents delays and, in our opinion, it might benefit from a careful use of the Sustainable Development Goal (SDGs) framework.
