A magyar Metár-tenderek nemzetközi ár-összehasonlító elemzése
[International price comparison of Hungarian renewable tenders]

Abstract

A megújuló alapon villamos energiát termelő technológiák költségei rohamosan csökkentek az elmúlt évtizedben, ezért az eddigi működési támogatási rendszerek átgondolására volt szükség. Az új uniós elvárások szerint a megújuló alapon villamos energiát termelő létesítmények csak piaci alapon juthatnak működési támogatáshoz, piaci ár feletti prémium formájában, illetve a támogatást csak versenyez tetéses eljárás révén nyerhetik el. A tanulmány célja egyfelől a hazai megújuló támogatási rendszer (Metár) tendereinek részletes elemzése, valamint a magyarhoz hasonló működési elvű európai tenderek eredményeinek összehasonlítása a magyar átlagos tenderárakkal és a verseny mértékével. Másfelől a tanulmány feltárja az egyes tendereken kialakult árszintek különbségeire ható tényezőket is, bár az adatok jellegéből fakadóan a vizsgálat korlátos. Megállapítható, hogy önmagában a verseny, valamint a méretgazdaságossági hatások nem magyarázzák a tenderárak közötti különbségeket, és más tényezők is szerepet játszhatnak: a kiegyenlítő energia ára, a teljes élettartamra vetített egységköltség, a finanszírozási költségek, illetve a politikai kockázatok.* Journal of Economic Literature (JEL) kód: G32, H23, H71, Q28, Q42.
