La política macroeconómica en un contexto de globalización

Abstract

El objetivo del trabajo es analizar las restricciones que la globalización establece sobre los principales aspectos de la política macroeconómica. Está integrado por cuatro secciones, además de la introducción y las consideraciones finales. La primera sección aborda la política monetaria. Se analizan dos perspectivas de la política monetaria, una que considera que la estabilidad de precios debe ser el único objetivo de política y la otra que propone combinar la política monetaria con otras para alcanzar un mayor número de objetivos. La segunda sección analiza la política fiscal, tanto la llamada política fiscal discrecional como las implicaciones de la existencia de estabilizadores automáticos. La tercera sección se encarga del análisis de la política cambiaria. Se destaca el papel del tipo de cambio en un entorno globalizado mientras que en la cuarta sección se revisan las ventajas y desventajas de la regulación de los flujos internacionales de capital./ The aim of this paper is to analyze the constraints that globalization establishes on macroeconomic policy main tools. There are four sections, besides the introduction and concluding remarks. The first section is about the monetary policy. There are analyzed two perspectives of monetary policy, one that says that price stability should be the only policy target and the other one that proposes to combine monetary policy with others policies in order to get more goals. The fiscal policy is examined in the second section, like discretionary fiscal policy as the implications of automatic stabilizers existence. The third section is to analyze exchange policy. It emphasizes the role of the exchange rate in a globalized environment while in the fourth section reviews the advantages and disadvantages of regulation of international capital flows.
