Multi-period optimization model for planning people allocation in shelters and distributing aid with special constraints

Abstract

In the immediate aftermath of a disaster, people in affected areas need to be sheltered and cared for in the first hours after the event. This paper proposes a multi-period optimization model of mixed integer linear programming for emergency response, allocation of homeless people, and the distribution of relief supplies, considering the gradual occupation and vacating of shelters in the affected area. The model also stands out for considering different types of shelters in terms of infrastructure, food items distributed by period, accommodation items that can be reused when a homeless person leaves the shelter, and primary items, minimizing the logistical costs involved in the operation. To show the effectiveness of the model, a case study of a disaster that occurred in 2008 in southern Brazil is presented. Results indicate a feasible plan to gradually open shelters and periodically distribute relief supplies.
