Verteidigungspolitische Herausforderungen für die Europäische Union

Abstract

Europa steht vor einem verteidigungspolitischen Kraftakt. Auf der einen Seite braucht die Ukraine mehr militärische Unterstützung. Auf der anderen Seite will Europa selbst kriegstüchtig werden. In Europa liegt Verteidigungspolitik primär in nationaler Verantwortung. Das ist mit einigen Herausforderungen verbunden. Erstens ist die europäische Verteidigungsindustrie entlang der nationalen Grenzen fragmentiert. Zweitens werden Waffensysteme vielfach im außereuropäischen Ausland gekauft, statt eigene industrielle Fähigkeiten und Kapazitäten auszubauen. Drittens sind die nationalen finanziellen Spielräume beschränkt, so dass ein glaubwürdiger Pfad hin zu dauerhaft hohen Verteidigungsausgaben fehlt. Die europäischen Bürgerinnen und Bürger drücken in Umfragen die Forderung aus, dass die Europäische Union eine stärkere Rolle bei der Bewältigung dieser Herausforderungen spielt. Ob die EU wirklich helfen kann, hängt letztlich davon ab, ob sie ausreichend Gelder für Verteidigung aufbringt bzw. priorisiert.
