Infrastrukturausstattung der neuen Laender noch lange nicht auf Westniveau

Abstract

Der Solidarpakt laeuft Ende 2004 aus. Wegen der noch vorhandenen Defizite in der Infrastruktur muss die spezifische Unterstuetzung Ostdeutschlands fortgesetzt werden. Zur Diskussion steht aber der Zeithorizont und das Finanzvolumen. Eine Kernfrage ist dabei, wie gross der Nachholbedarf in Ostdeutschland ist. Hierzu hat das ifo Institut eine Untersuchung vorgelegt, welche die physische Ausstattung der Bundeslaender und Gemeinden mit wichtigen Infrastruktureinrichtungen hinsichtlich Menge und Qualitaet vergleicht. Danach besteht allein in der Verkehrsinfrastruktur, in der wasserversorgung sowie im Entsorgungsbereich ein erheblicher Nachholbedarf von 70 bis 80 Mrd. DM. Trotz der regen Bautaetigkeit in den genannten Infrastruktursparten wird sich dieser Bedarf bis 2005 nur um ca. 10 Mrd.DM verringern.
