The high‐speed bus (HSB) as an alternative to the high‐speed rail (HSR): A conceptual approach examined through a case study

Abstract

This is a conceptual paper that argues that bus services in the form of a new product, named the high‐speed bus (HSB) could be an attractive alternative to investment in high‐speed rail (HSR) on some corridors. A proposal by the Israeli government to build an HSR connecting Tel Aviv in the center of the country with the city of Eilat in the South is used as a case study to examine the HSB concept. Comparison between the HSR and HSB alternatives is made in general terms and with respect to investment, direct transport impacts and non‐transport impacts. Not aiming to provide a full evaluation, the comparison demonstrates unequivocally that developing bus services could be a viable and superior alternative to the HSR in many circumstances. Este es un artículo conceptual que argumenta que los servicios de autobús en forma de un nuevo producto, denominado bus de alta velocidad (HSB, por sus siglas en inglés) podría ser una alternativa atractiva a la inversión en ferrocarril de alta velocidad (HSR, por sus siglas en inglés) en algunas rutas. Para examinar el concepto de HSB se utiliza como estudio de caso una propuesta del gobierno israelí para construir un HSR que conecte Tel Aviv, en el centro del país, con la ciudad de Eilat en el sur. La comparación entre las alternativas de HSR y HSB se realiza en términos generales y con respecto a la inversión, los impactos directos del transporte y los impactos no ligados al transporte. Si bien no se pretende proporcionar una evaluación completa, la comparación demuestra inequívocamente que el desarrollo de servicios de autobús podría ser una alternativa viable y superior al HSR en muchas circunstancias. 本稿は、高速バス(high‐speed bus:HSB)という新しい商品としてのバスサービスが、いくつかのコリドー路線においては、高速鉄道(high‐speed rail:HSR)への投資に代わる魅力的な代替になる可能性を論じる概念的論文である。イスラエルの中心にあるテルアビブと南部の都市のエイラートをつなぐHSRの、同国政府による建設案をケーススタディとして、HSBの概念を検討する。一般的な条件で、投資および交通輸送または交通輸送以外の直接的な影響について、HSRとHSRの比較を行う。完全な評価を目的とはしていないが、比較の結果は、多くの状況において、バスサービスの開発は実行可能でありHSRの優れた代替となることを明確に証明するものである。
