The Agricultural Land Market in the EU and the Case for Better Data Provision

Abstract

Participants in agricultural land markets require comprehensive statistics in order to make informed decisions in relation to agricultural land and the associated production. The publication of such data supports land mobility, the competitiveness and generational renewal of the sector. This article describes the functioning of agricultural land markets in EU Member States and the associated data infrastructure. We identify a scarcity of information regarding the volume of land sales transactions but significant recent improvements in the reporting of comparable statistics on agricultural land sales prices. Wide disparities between Member States both in terms of their agricultural land sales and agricultural land rental markets are documented. There remain significant data gaps in terms of land rental prices in EU Member States. Further EU‐wide research should be carried out in relation to land rental price indices with adjustments for the underlying land characteristics. The resulting price indices should provide a better indication of the competitiveness of land markets in EU regions. Finally, the analysis identifies recent improvements in measuring the extent of land fragmentation in the EU but finds that this analysis is confined to a minority of Member States. Les participants aux marchés du foncier agricole ont besoin de statistiques complètes pour prendre des décisions éclairées concernant les terres agricoles et la production associée. La publication de telles données aide à la mobilité des terres, et à la compétitivité et le renouvellement générationnel du secteur. Cet article décrit le fonctionnement des marchés du foncier agricole dans les États membres de l'Union européenne et l'infrastructure des données afférentes. Nous trouvons que les informations concernant le volume des transactions foncières sont rares, mais que la déclaration de statistiques comparables sur les prix de vente des terres agricoles s'est nettement améliorée. Des disparités importantes apparaissent entre les États membres à la fois sur les marchés de la vente de terres agricoles et ceux de la location. Il existe encore des lacunes importantes sur les prix de location des terrains dans les États membres de l'Union européenne. Il faudrait à l’échelle de l'Union européenne mener des recherches plus poussées sur les indices de prix de location des terrains avec des ajustements selon les caractéristiques des terrains. Les indices de prix résultants devraient fournir une meilleure indication de la compétitivité des marchés fonciers dans les régions européennes. Enfin, selon l'analyse, qui ne porte que sur une minorité d’États membres, la mesure de l'ampleur de la fragmentation des terres dans l'Union européenne s'est récemment améliorée. Die am landwirtschaftlichen Bodenmarkt Beteiligten benötigen umfassende Statistiken, um fundierte Entscheidungen in Bezug auf landwirtschaftliche Flächen und die damit verbundene Produktion treffen zu können. Eine Veröffentlichung dieser Daten würde die Mobilität der Flächen, die Wettbewerbsfähigkeit und den Generationswechsel im landwirtschaftlichen Sektor unterstützen. Dieser Artikel beschreibt die Funktionsweise der landwirtschaftlichen Bodenmärkte und die damit verbundene Dateninfrastruktur in den EU‐Mitgliedstaaten. Wir haben einen Mangel an Informationen über den Umfang an Grundstücksverkäufen identifiziert, konnten aber in letzter Zeit beachtliche Verbesserungen bezüglich der Veröffentlichung vergleichbarer Statistiken zu Verkaufspreisen für landwirtschaftliche Flächen feststellen. Es konnten große Unterschiede zwischen den Mitgliedstaaten sowohl bei den Verkäufen von landwirtschaftlichen Flächen als auch bei der Verpachtung ausgemacht werden. Ebenso bestehen in den EU‐Mitgliedstaaten nach wie vor erhebliche Datenlücken bei den Pachtpreisen für Boden. Daher sollten zusätzliche EU‐weite Untersuchungen in Bezug auf die Pachtpreisindizes mit Anpassungen an die zugrunde liegenden Bodenmerkmale durchgeführt werden. Die daraus resultierenden Preisindizes sollten dann einen besseren Indikator für die Wettbewerbsfähigkeit der Bodenmärkte in den EU‐Regionen liefern. Abschließend werden in der Untersuchung die jüngsten Verbesserungen bei der Messung des Ausmaßes der Fragmentierung von landwirtschaftlichen Flächen in der EU identifiziert. Dabei stellen wir aber gleichzeitig fest, dass sich die Analyse nur auf eine Minderheit von Mitgliedstaaten beschränkt.
