Deepening the Reform of Government Functions to Optimize the Doing Business Environment

Abstract

Business environment has been recognized as containing critical elements that affect the performance of firms and entrepreneurs and one of the pre-requisites for economic growth and poverty reduction in developing and transitioning economies. Business environment reform (BER) for sustainable development is a key avenue for policy-makers to enable inclusive growth, job creation, and poverty reduction. This paper mainly analyzes the construction of government environment, business law environment and the internationalization of business environment. The study also analyzes the performance, causes and practical countermeasures of fluctuations and summarizes the experience and lessons from dealing with economic downturn and stabilizing growth since the reform and opening up. As clearly shown, the reform of government functions can improve the business environment from the second year onward. Therefore, it is urgent to carry out in-depth reforms, compare with the advanced ones, and reflect on ourselves, so as to enhance the international competitiveness of the business environment of government in the future. We suggest a guide for accelerating the creation of sustainable business environment.
