Las barreras al crecimiento económico en Apurímac

Abstract

Las principales barreras del crecimiento de Apurímac son el bajo capital humano, una mala infraestructura que no contribuye a contrarrestar los efectos de una geografía compleja y problemas de coordinación y de autodescubrimiento, que afectan la productividad de las inversiones (bajos retornos sociales y baja apropiabilidad de los retornos); además de un alto costo del crédito para financiar inversiones potencialmente rentables. La subinversión pública es una de las principales causas de los bajos retornos sociales, debido a la ausencia de bienes y servicios públicos que mejoren los retornos esperados de la inversión privada en la región. El objetivo es aprovechar el potencial y las oportunidades que la región ofrece para desarrollar capacidades productivas para una estrategia diversificada de crecimiento, viabilizar y facilitar no solo la gran inversión privada sino también el micro y pequeño emprendimiento y sustentar las bases económicas y sociales de un desarrollo inclusivo y sostenible. El estudio se publicó en el año 2012, gracias al auspicio del Banco Interamericano de Desarrollo (BID) y la Agencia Suiza para el Desarrollo y la Cooperación (COSUDE).
