Der Blick nach vorn: Herausforderungen an das deutsche Ausbildungssystem. Thesenpapier zum Symposium des WZB am 19.11.2009

Abstract

These 1: Wirtschaftsstrukturelle Veränderungen erfordern eine Neuabstimmung des Verhältnisses von Erfahrungs- und systematischem Wissen in der beruflichen Bildung. These 2: Die Integrationskraft des beruflichen Bildungssystems definiert sich heute für einen wachsenden Anteil an Schulabgänger/innen nicht durch die Einmündung in eine voll qualifizierende Ausbildung, sondern in das sogenannte Übergangssystem - und dies insbesondere für Jugendliche mit geringen Schulabschlüssen und junge Männer, unter denen ein hoher Anteil Jugendlicher mit Migrationshintergrund vorzufinden ist. These 3: Ausbildungsabbrüche sind keine marginale Größe. Hier gehen einerseits wertvolles Ausbildungspotenzial und andererseits Lebenszeit und Motivationen verloren, da die horizontale Durchlässigkeit innerhalb des Berufsbildungssystems fehlt. These 4: Die Prägekraft des erlernten Berufs hat bereits beim Arbeitsmarkteinstieg abgenommen. Berufswechsel beim Arbeitsmarkteinstieg sind aufgrund der eng definierten Ausbildungsberufe (und der starken beruflichen Segmentierung des deutschen Arbeitsmarktes) mit einem erhöhten Risiko von Arbeitslosigkeit und unterwertiger Beschäftigung verbunden.
