Die Ausgestaltung der Mittelzuweisungen im Solidarpakt II

Abstract

Durch den Solidarpakt II werden den neuen Ländern von 2005 bis 2019 Sonderbedarfsbundesergänzungszuweisungen in Höhe von insgesamt 105 Mrd. € zur Verfügung gestellt. Sie sollen der Deckung ihres infrastrukturellen Nachholbedarfs dienen. Der Beitrag zeigt, dass eine solche investive Mittelverwendung weder in der Vergangenheit durchsetzbar war noch durch die verfassungsrechtlichen Maßstäbe in Zukunft gesichert ist. Die Analyse der Theorie und Empirie räumlicher Anpassungsprozesse ergibt außerdem, dass eine Steuerung der Konvergenz von Regionen durch Finanzausgleichsmaßnahmen nur in sehr begrenztem Umfang möglich ist und einen regionenspezifischen Einsatz der Mittel erfordert. Ihr Erfolg hängt auch davon ab, inwiefern der Politik die Balance zwischen Wachstums- und Verteilungsorientierung gelingt.
