Zu den gesamtwirtschaftlichen Auswirkungen des Bundesverfassungsgerichtsurteils zum Nachtragshaushalt 2021

Abstract

Mit dem Urteil des Bundesverfassungsgerichts über den Nachtragshaushalt 2021 sind die haushaltpolitischen Planungen der Bundesregierung obsolet geworden. Im Kern wurde die im Nachtragshaushalt 2021 festgelegte Zuführung von 60 Mrd. Euro Kreditermächtigungen an den Klima- und Transformationsfonds (KTF) beklagt. Die Mittel stammten aus im Jahr 2021 nicht aufgebrauchten Notlagenkrediten. Allerdings wurde zugleich auch das Sondervermögen Fluthilfe mit 16 Mrd. Euro befüllt und die Abrechnung der Schuldenbremse mit Blick auf die Sondervermögen geändert. Die Änderung der Abrechnung machte es erst möglich, die Corona-Kredite als Spielräume via Sondervermögen in die folgenden Jahre mitzunehmen (Boysen-Hogrefe 2022).
