Bevolkingsdaling en gemeentelijke financiën

Abstract

De komende decennia daalt de bevolking van meer dan de helft van de gemeenten. Bij velen bestaat de vrees dat krimpgemeenten hierdoor in financiële problemen komen. Dat was echter nooit goed uitgezocht. COELO onderzocht of bevolkingskrimp van invloed is op de gemeentelijke inkomsten en uitgaven. Ook is onderzocht of krimpgemeenten een groter beroep doen op hun reserves om hun begroting sluitend te maken. Het onderzoek beschouwt de feitelijke inkomsten, uitgaven en reserve-inzet van gemeenten die al sinds 2002 krimpen. Naast deze statistische analyse is meer in detail gekeken naar vijf afzonderlijke krimpgemeenten in Noordoost-Groningen. Deze vergeleken wij met vijf soortgelijke gemeenten in Friesland, die niet zijn gekrompen. Wij vinden geen aanwijzingen dat bevolkingskrimp voor gemeenten tot financiële problemen leidt. Mogelijk doen die problemen zich pas na zeer langdurige krimp voor. Dat is nu nog niet te zien. Wat wel duidelijk uit de analyse naar voren komt is dat krimpgemeenten onderling sterk verschillen. Verschillen binnen de groep krimpgemeenten zijn veelal net zo groot als verschillen tussen krimpgemeenten en groeigemeenten.
