La modernización de la negociación colectiva

Abstract

Este policy brief se marca dos objetivos. El primero es identificar con precisión donde la aplicación de las dos últimas reformas laborales ha podido generar desequilibrios en la negociación colectiva y el segundo es analizar posibles soluciones para reequilibrar la negociación que no conlleven efectos adversos sobre el empleo. El documento se divide en tres partes. La primera parte ofrece un análisis comparativo de los cambios recientes en la regulación de la negociación colectiva. En la segunda parte repasamos la escasa evidencia sobre su impacto económico y los argumentos a favor y en contra de la descentralización de la negociación colectiva y en la tercera parte detallamos los desequilibrios encontrados y discutimos sus posibles soluciones.
