Los costes de la transición: las centrales de bombeo y el gas en sistemas aislados

Abstract

El objetivo de este trabajo es analizar dos aspectos relevantes vinculados a la transición energética en sistemas aislados, particularmente en los sistemas eléctricos no peninsulares españoles: el uso de sistemas de almacenamiento y la transformación del parque de generación térmica tradicional. Por un lado, en el trabajo se pone de manifiesto la necesidad de que los proyectos de transformación del parque de generación eléctrica, especialmente cuando se tratan de proyectos innovadores, se acompañen de una regulación económica que corrija tempranamente posibles situaciones de rentabilidad excesiva. Esto se ilustra con la experiencia acumulada tras varios años de funcionamiento de la central hidroeólica de Gorona del Viento, en El Hierro, para la que se analizan tanto los costes regulatorios como las características de su funcionamiento. Adicionalmente, se introduce el caso de la central de bombeo de Chira-Soria, en Gran Canaria, con un tamaño considerablemente mayor y en fase de desarrollo. Por otro lado, se introduce la discusión sobre el contexto de sustitución de hidrocarburos líquidos por gas natural en las centrales tradicionales.
