Lo local vs. lo global. ¿O la soberanía compartida?

Abstract

En el artículo se pretende demostrar como el estado colombiano se inserta dentro de nuevos sistemas de poder en el que la pluralidad de las fuentes de autoridad lo han obligado a asumir escenarios de "soberanía compartida", propios de la política mundial actual. Para esto se tiene como referente teórico, el trabajo del sociólogo espanol Manuel Castells, quien desarrolla el concepto de "soberanía compartida"; quien, junto a otros académicos, se ha preocupado por dilucidar los efectos no tan visibles de la llamada globalización. La referencia al caso colombiano, se construye sobre tres ejes: 1. La dependencia creciente de las finanzas del gobierno con respecto a los mercados globales de crédito. 2. El tráfico de drogas como ámbito de la economía criminal mundial y 3. Las implicaciones del denominado "Plan Colombia".
