O Hiato Da Produção Agrícola Brasileira No Período De 1961 A 2006

Abstract

A produção agrícola constitui um dos principais indicadores de bem-estar da população rural de uma economia, sendo a mais utilizada quando se pretende avaliar a prosperidade econômica do setor agrícola. O objetivo deste estudo foi apresentar uma interpretação da produção agrícola com base na literatura sobre crescimento econômico e no conceito de produto potencial, que permite caracterizar a evolução da oferta potencial da economia, no período de 1961 a 2006. Este estudo baseia-se nos princípios da teoria da produção, especificamente no conceito de função de produção, que indica a relação técnica entre a produção máxima obtida em determinada unidade de tempo e os fatores utilizados no processo de produção, utilizou-se a abordagem não-paramétrica de análise envoltória de dados, que é uma técnica não-paramétrica que se baseia na programação matemática, especificamente na programação linear. Os resultados mostraram que na década de 70 ocorreu o maior distanciamento entre o produto efetivo e potencial, indicando que nesta década com os insumos existentes a produção agrícola poderia ser maior. Na década de 60 e inicio dos anos 2000 o produto observado e o potencial estiveram bem próximos, mas mesmo assim, na maioria dos anos o produto potencial foi maior que o observado, indicando que se os insumos fossem empregados de maneira eficiente a produção agrícola seria bem maior, e proporcionaria uma condição melhor para o Brasil frente aos seus concorrentes.-----------------------------------------------Agricultural production is one of the main indicators of well-being of the rural population in an economy. This indicator is the most used when you evaluate the economic prosperity of the agricultural sector. This study presents an interpretation of agricultural production based on the literature on economic growth and the concept of potential output, which allows characterization of the evolution of the supply potential of the economy in the period from 1961 to 2006. This study is based on the principles of the theory of production, specifically the concept of the production function, which indicates the relationship between the production obtained in a given unit of time and the factors used in the production process. This paper used the non-parametric approach of the data envelopment analyzes, which is a no-parametric technique which is based on mathematical programming, specifically in linear programming. The results showed that the 70´s presented the biggest gap between the actual and potential production, indicating that in this decade agricultural production could be greater. In the decade of 60 and the early 2000 the observed product and potential were well coming, but still, in most years the potential output was greater than the observed, indicating that if the inputs were used efficiently to agricultural production would be much greater, and provide a condition better for Brazil ahead of their competitors.
