Povestka dnja razvitija agrarnoj politiki v Kazachstane

Abstract

Ispol’zuja dannye, polučennye v rezul’tate provedenija anketirovanija sredi sel’skochozjajstvennych proizvoditelej, my predlagaem novye idei kasatel’no organičenij, predpjatstvujuščich dal’nejšemu ėkonomičeskomu rostu, i analiziruem gosudarstvennuju strategiju razvitija sel’skogo chozjajstva. Bol’šinstvo rukovoditelej, prinjavšich učastie v anketirovanii, somnevajutsja, što investicii v agrarnom sektore obespečat dostatočno nadežnuju otdaču, neobchodimuju dlja obsluživanija kreditov, i po ėtoj pričine ne rešajutsja ich oformljat‘. V sektore krupnogo rogatogo skota suščestvujut značitel’nye problemy s kruglogodičnym obespečeniem kormami. Cepočka dobavlennoj stoimosti proizvodstva govjadiny i moločnoj produkcii razbita na dve časti: promyšlennoe proizvodstvo, rabotajuščee na importnom syr’e i obespečivajuščee gorodskoe naselenie, i cepočku mestnogo proizvodstva syr’ja, kotoroe potrebljaetsja v sel’skoj mestnosti i postavljaetsja na gorodskie rynki. Pravitel’stvu neobchodimo skoncentrirovat’sja na obespečenii ravnogo dostupa k kačestvennym gosudarstvennym uslugam v agrarnom sektore, pri ėtom neobchodimo vyjavit‘ naibolee slabye zven’ja v celočke dobavlennoj stoimosti i obespečit‘ predprinimateljam stimuly dlja ich ukreplenija.
