Determinantes de la eficiencia en las universidades públicas españolas: un análisis DEA en dos etapas

Abstract

La presión a la que están siendo sometidas las universidades públicas españolas para utilizar sus recursos de un modo más eficiente, junto con la exigencia por parte de la Administración Pública de que sean cada vez más responsables de sus actividades, están contribuyendo en gran medida a aumentar el interés académico por medir la gestión de dichas instituciones. En concreto, la necesidad de evaluar su eficiencia se ha visto incrementada a partir de la introducción de la LOU, donde el logro de la competitividad y la excelencia en las distintas actividades desarrolladas por las universidades españolas debe ir en paralelo con el alcance de un nivel de eficiencia aceptable. En este contexto, resulta crucial conocer tanto los niveles de eficiencia alcanzados por estas entidades como los factores que determinan dichos valores, siendo éste el propósito principal del presente trabajo. Para alcanzar dicho objetivo se realiza un análisis en dos etapas sobre un total de 156 observaciones, correspondientes a las universidades públicas españolas presenciales existentes en los cursos académicos 2002/03, 2004/05, 2006/07 y 2008/09 -los únicos con información disponible tras las implantación de la LOU-. En la primera etapa, se evalúa el nivel de eficiencia técnica de las instituciones, utilizando un análisis Windows basado la metodología no paramétrica del Análisis Envolvente de Datos (DEA). Por su parte, en la segunda etapa, se analizan los determinantes de la eficiencia a través de un análisis de Regresión Truncada, considerando una serie de factores que hacen referencia tanto a las características internas de las universidades como a las condiciones socioeconómicas del entorno donde éstas desarrollan su actividad. Nuestros hallazgos, por tanto, aportan información relevante para que tanto responsables políticos como gestores universitarios puedan adoptar medidas dirigidas al logro de un uso más eficiente de los recursos disponibles en las universidades públicas españolas.
