Mit jelent a "rendszerváltás"?. Kísérlet a fogalom tisztázására
[What does change of system" mean?. An attempt to clarify the concept]

Abstract

Az elmúlt hónapok politikai vitáiban sokszor elhangzott a kijelentés: nem is volt "igazi rendszerváltás" és ezért "új rendszerváltásra" van szükség. A tanulmány kísérletet tesz a rendszerváltás fogalmának értelmezésére, szigorúan szétválasztva a kérdés pozitív és normatív megközelítését. Javaslatot tesz a következő kérdés megválaszolására. Melyek a szükséges és elégséges feltételei annak, hogy - pozitív értelemben - kijelenthessük: a rendszerváltás végbement? Ehhez gondosan meg kell vizsgálni e feltételek teljesülését mind a gazdasági, mind a politikai szférában. Hasonló megközelítésben foglalkozik azzal is, melyek a demokrácia fennállásának minimális (szükséges és elégséges) feltételei. Ha normatív kritériumokat alkalmazunk, akkor azok megválasztása az értékelést végző egyén vagy csoport értékrendjétől függ. Két teljesületlen, értékfüggő ismérvet szoktak emlegetni azok, akik elégedetlenek a fennálló állapotokkal: 1. nem zajlott le igazi "őrségváltás", nem ment végbe radikális változás az elit összetételében, 2. nem szolgáltattak igazságot, nem bűnhődtek meg azok, akik felelősek voltak a régi rend bűneiért. A tanulmány ezeket a problémákat elemzi. Befejezésül a szerző néhány megjegyzést tesz a fogalmi tisztázás jelentőségéről. Journal of Economic Literature (JEL) kód: P10, P20, P50, P51.
